Mayor Giuliani made two high-level appointments yesterday, naming James Hanley as head of labor relations and Raul Russi as commissioner of probation.
Hanley, as commissioner of the Office of Labor Relations, will represent the mayor in issues affecting the city and its labor organizations, including the Office of Collective Bargaining. Hanley has been acting commissioner since November 1995.
Russi, New York City sheriff since May 1995, takes over a department that provides courts with information and recommendations about defendants, and monitors and enforces compliance with conditions of an offender’s probation.
